Extending IMP beyond HCAs

The Integrity Management Rule for transmission pipelines sets out requirements for assessing the condition of pipelines in High Consequence Areas (HCAs). Consideration is being given by some operators and PHMSA to extending those requirements beyond HCAs.

Special Permits

Special Permits (earlier called Waivers) have allowed operators to apply to PHMSA to be granted a waiver from complying with applicable standards under certain circumstances. One application of this provision has been for operation of a pipeline to 80% of SMYS before the alternative MAOP rule. Another application is for Class Location Special Permit.
