THE ISSUE

Public health experts warn pandemic influenza poses a significant risk to the United States and the world—only its timing, severity, and exact strain remain uncertain. International, Federal, State, local, and government agencies are diligently planning for the public health response to this potential pandemic. The disease could be severe and could affect our critical infrastructure and our nation’s economic and social security. Successful pandemic preparedness demands full participation from private sector businesses of all types and sizes.

SUMMARY

This session identified many facets of dealing with a pandemic:

1. A historical perspective on past pandemics, their characteristics and their impacts was presented. That such pandemics can pass around the world in a 12 month time frame sets a time scale of response that is very short. This leads to the present emphasis on planning in advance of an actual outbreak.

2. The impact of such a pandemic on personal health was presented along with the consequential impact that would have on the ability of critical infrastructure industries to maintain service. Suggestion to identify critical staff positions - have an alternate staffing plan.

3. Prevention of communication of pandemic disease was discussed as a means of controlling the extent and speed of spreading of such disease. Methods include: Sick stay home; Return to work policy; Voluntary quarantine; "Social distancing"; Close down places of congregation (schools etc.).

4. The challenge of getting people to appropriately modify their behaviour in the event of a pandemic was discussed - their need to understand, plan, be motivated.

5. The need to integrate a company's efforts with those in the industry; with other industries; in the community; with contractors and suppliers was addressed. Networking with these agencies andlocal health dept.; local emergency management agency, local police; Red Cross.

6. Most operating companies are in the process of preparing a Pandemic Plan and Employee Handbook.

7. Many companies have had good success with mutual aid agreements with other companies in past crises. In the case of a Pandemic all companies across a broad geographic swath will likely be impacted simultaneously thus reducing the feasibility of mutual aid.

8. Communications is a key factor - getting the plan out to all affected, then through drills identifying any gaps.
